
The Government of Flanders is awarding 30 Master Mind Scholarships to outstanding students taking a master’s degree program in Flanders. The 2023-2024 edition of the scholarship program has been launched.
- A student must apply for an eligible master’s program between 1 February 2023 and 23.59 CET.
- A student must express their interest to be considered as a potential candidate for Master Mind by 1 February 2023, 23.59 CET.
- The student has high academic performance and potential. Excellent academic results are reflected in a high Grade Point Average (GPA) as noted on the transcript of records.
- Regardless of the minimum scores required by the master’s program, the student is proficient in the language of instruction of the master’s program and knows:
o A minimum total score of 7 in the IELTS exam
o A minimum of 94 points in the TOEFL exam
o A similar result in another official language exam recognized by KU Leuven
Students who have received a previous diploma in a program taught in English Australia, English-speaking Canada, Ireland, New Zealand, Great Britain and the United States there is no need to provide a certificate confirming their knowledge of the English language.
- All nationalities are eligible except Russian citizens (see related information here). The previous degree(s) must be from a higher education institution outside Flanders. International students on credit mobility at the host Flemish higher education institution are still eligible for the Master Mind Scholarship.
- Students already registered at a Flemish higher education institution are not eligible. The only exception will be for international students enrolled in a special preparation program to start a master’s program in September 2023 at the time they become scholarship candidates in spring 2023.
- Students enrolled in the following programs for the 2023-2024 academic year are not eligible for Master Mind Scholarships: preparatory programs, bridging programs, and distance learning.
- Student mobility is allowed during the Master’s program. However, at least half of the credits of the master’s program must be taken at KU Leuven.
- Students are not allowed to combine the Master Mind Scholarship with another Flemish Government scholarship or an Erasmus Mundus Scholarship.
Awards:
- The duration of mobility is 1 academic year for a master’s program with 60 ECTS credit points and two academic years for a master’s program with 120 ECTS credit points.
- The student will receive a scholarship of €9,600 per academic year.
- Master Mind Scholarship holders will pay a reduced tuition fee. The fee for the academic year 2023-2024 is €128.80. In the following years, this rate may increase slightly.
- The Flemish government has a number of scholarships reserved for students from priority countries: Japan (3), Mexico (3), Palestine (2) and the USA (5).

How to express your interest in Master Mind?
- Step 1: You submit the complete application file for the relevant master’s program, including the Master Mind Nomination Form, by 1 February 2023, 23.59 CET. This attachment must be uploaded to the application tool under the ‘Annexe Master Mind’ document type. You can download the supplement here.
- Step 2: You have registered your Master Mind candidacy by 1 February 2023, 23.59 CET via online registration.
Master Mind selection procedure and timing
- Master’s programs are invited to nominate students who express an interest in Master Mind.
- The following elements will be considered when evaluating application files for the master’s program: academic performance, academic awards, motivation, relevant experience, demonstrated leadership ability, sense of commitment, best applicant profile.
- KU Leuven will nominate up to 20 students.
- The 20 nominated students will be informed by e-mail about the positive result of the preliminary selection by April 15.
- The closing of the nomination process will be announced on the KU Leuven Master Mind webpage.
- The 20 nominated students will have to fill in the Flemish government’s online Master Mind application form. They will compete with candidates from other Flemish universities.
- The final selection will be made by the Electoral Committee of the Flemish government.
- Final selection results will be announced in late May or early June.
- The study period will begin in September.
