The purpose of the 18-month Master’s in Development Management is to prepare professionals to meet the growing need for program and project management experts emerging in international development cooperation.
The course provides the student with solid theoretical knowledge and the necessary tools to solve the practical problems of managing development programs and projects. Elements of the curriculum are an introduction to relevant theories in social science and economics, empirical social research methods, project cycle management, and the application of theoretical and methodological knowledge.
In the first semester, an interdisciplinary introduction to relevant theory and development strategies is given mainly from the point of view of economic and social sciences. Empirical research methods are also emphasized.
The second semester further grounds knowledge of development topics by focusing on various methods of program and project planning, implementation and evaluation.
During the third semester, students concentrate on writing their master’s thesis.
For Master’s thesis projects, students, in consultation with their mentor, identify a research problem related to a development program or project as a starting point during the first semester. In the second semester, the topic is considered from a theoretical point of view in seminar work, which aims to prepare the student for the empirical research conducted later that semester. The final dissertation is designed to demonstrate the student’s ability to integrate their research into scholarly discourse and communicate it clearly and coherently.

What can be financed?

Individual scholarships only for postgraduate courses in Germany listed in “List of all Postgraduate courses with application deadlines 2023/24”.

Financing period

From 12 months to 42 months (depending on the study program)


  • Depending on the academic level, the monthly fee is 861 euros for graduates or 1200 euros for doctoral students.
  • Payments for health, accident and personal liability insurance
  • Travel allowance, unless these expenses are covered by the home country or another source of funding

Under certain circumstances, retirees may receive the following additional benefits:

  • Monthly rent subsidy
  • Monthly allowance for accompanying family members


  • Candidates can be expected to fulfill the necessary academic requirements and to have successfully completed a study program in Germany (above average result for the first academic exam – third highest result, language skills)
  • Candidates have a bachelor’s degree (usually a four-year course) in a relevant discipline
  • Candidates have at least two years of professional experience
  • Candidates can demonstrate that their motivation is related to development and are expected to take social responsibility and initiate and support change processes in their personal and professional environment after training/fellowship
